18/10/2011: Overseas Absentee Voters Registration Begins on 02 November 2011

The Philippine Consulate General in Guam wishes to inform the public that the continuing registration for Overseas Absentee Voters (OAV) will begin on Wednesday, 02 November 2011.

Pursuant to Republic Act No. 9189, otherwise known as the Overseas Absentee Voting Act of 2003, continuing registration for Filipino OAVs shall be conducted prior to each election period.  This year's registration activities are in preparation for the 13 May 2013 Elections for Senators and Party-list Representatives.

All Filipino citizens, including dual citizens, residing and/or working on Guam and who are or will be eighteen years old on 13 May 2013 are encouraged to register at the Philippine Consulate in order for them to be able to exercise their right to vote on said election date.

Since the start of the implementation of RA 9189 in 2003, the number of OAV registration on Guam has significantly increased from 103 in 2003, 530 in 2006 and 795 in 2009.

During the 2010 National Elections, the total of registered OAVs within the Consulate's jurisdiction was already 1,413.  Out of this number, a total of 513 or approximately 36% cast their votes.  This voter turnout is larger than the average of 26% voter turnout for all OAVs in all Philippine Foreign Service Posts.

The continuing registration for the 2013 Elections will end on 31 October 2012.
